when torrents meet blockchain?

Hope this finds you well!

Apologies for possible silly question - am yet to use bitcoin, hence perhaps a bit of ignorance.

Am just wondering about the use of blockchain in the web2web script https://github.com/elendirx/web2web - if a bit unknown, perhaps will interest people here anyway?

 Does it make the torrent file accessible at all times - regardless of a user having a webttorent client open and connected to the file?

(currently, with stuff like https://github.com/feross/webtorrent, the client has to be on for users to download the file. is it the case that if, as your script does, we link with the blockchain, there is no need to keep webtorrent on?)
