Good morning Faith-Based Partners,

Please see the below email from @Michelle Parker from the Office of Homelessness and Foster Care, please share with your community members
  • Shelters will be in a Code Blue Status until further notice.
See attached. The stand-by shelter will open at other times throughout the winter when necessary but please note the dates in the flyer.  Once this closes, the other shelters will still be in Code Blue and expected to accept residents during this time.
  • Also, please note from 2PM Sunday 1/19/2025 - 2PM Wednesday 1/22/2025 a "Stand-By" shelter will be activated by DRMM at 13130 Woodward Ave, Highland Park, and will be accepting residents of all household compositions at this location.
  • If a facility is at capacity, shelters can direct clients to the Stand-By shelter the following business day morning. Shelter providers must ensure client/residents have a safe way to get to the shelter (Explain this is an extremely time-limited resource).

***See below for all Code Blue expectations:***

  • PLEASE NOTE: No homeless individual/household seeking shelter should be denied due to the danger of being unsheltered in these temperatures.

See the National Weather Service for more weather information: www.weather.gov

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Shelter staff should be prepared for additional clients and is following the Code Blue expectations listed below:
  • Shelter residents cannot be asked to leave the building during the daytime or nighttime hours when Code Blue is in effect. The only exception is If a client becomes physically violent and is an immediate danger to themselves or others, staff are encouraged to call the police per the usual procedure. This incident should be well documented for possible further review.
  • Curfews must be lifted to ensure that households can access emergency shelters throughout the night.
  • If a household wants to leave the shelter, staff must ensure that the household has safe transportation and a safe place they will be arriving at. This can be accomplished by providing bus tickets, making sure the household can call family/friends or transportation services, or providing direct transportation through agency vehicles
  • No shelter suspensions or bans can be carried out during severe weather – clients who have been banned can return to the shelter for the night in question, if necessary.
  • Per existing protocol, any household that presents at a shelter outside of CAM business hours is allowed to stay at the shelter for that night, as long as space permits. If a shelter does not have space during severe weather, the agency must either a) let the household remain at the shelter, utilizing an air mattress, extra cots. etc., or another arrangement for overnight accommodations; or b) secure another shelter bed or destination and arrange for transportation to that shelter.
  • Emergency Shelters and Warming Centers are required to take as many clients as possible, within the Building, Safety Engineering, and Environmental Department (BSEED) restrictions and capacity allows.
  • Anyone in need of a shelter bed can walk into an emergency shelter or warming center without undergoing a complete HMIS intake for the night in question.
  • Once the Code Blue is lifted, shelters can direct clients to the nearest CAM access point for assessment and referral.
