illegal switch in RUBYOPT when trying to install ruby 1.8

I know that Ruby 1.8 is ancient, but I'm trying to install and I'm getting illegal switch in RUBYOPT -E error.

I can't see where I can remove -E flag that doesn't exist in Ruby 1.8
