Tom,

Could please send the attached proposal for mediation to the BCPOA list
immediately.  The board is striving to keep the residents informed as the
process advances.

Thank you very much Mike

Proposal from the Board of Trustees to the Firefighters of Bridger Canyon

The Board is committed to resolving the conflict between it and the
Firefighters. We have been in contact with the Community Mediation Center in
Bozeman, and attach are the résumés of two qualified, experienced mediators
which have be assigned to mediate the Board/firefighter conflict if the
Firefighters accept them. They have agreed to meet promptly, and would
prefer to do the mediation during normal business hours, but they will meet
after hours, if necessary. There will be significant cost for this service,
but your Board feels this is a prudent investment. We hope you willagree.

Although not a condition of the mediation, the Board suggests the following:

1. Because time is of the essence, we would like to receive a commitment
from the Firefighters to mediate within 24 hours. In any event, we would
like to hear from you no later than 8:00PM, May 24th.
2. Firefighters will select up to two members to represent them in the
mediation and Firefighters will identify their representative to the Board
with 24 hours.
The Board will likewise select two members to represent it. The Board will
respond to the Firefighters representative as quickly as Firefighters can
select their representatives, but in any event, no more than three hours
from the time the Firefighters representatives have been identified.

3. Mediation will be scheduled at the convenience of the mediators and
Firefighters, but will be initiated as soon as the mediators are available.
Presently, the assigned mediators, if you accept their assignment, are
available on May 28th, or May 29th, between 5:30 and 8:30 PM. However and as
previously stated, they would prefer to conduct the mediation during normal
working hours. The Board would prefer that the mediation be held on May 28,
2013.

4. The Bridger Canyon Rural Fire District will reimburse the mediators at
their normal billing rates, which will be negotiated with the mediators
immediately upon your commitment to meet, and the selection of your
representatives.

5. Mediation is requested at the Community Mediation Center as a neutral
location, but they would agree to mediate at the fire station if that is
more desirable for you. The Community Mediation Center is located at 101 E.
Mendenhall,Bozeman.

6. In addition to suggested mediator résumés, we will provide e-mail and
phone information so that you may contact both to determine their
impartiality, and competence to mediate the issue.

The Board truly wants to resolve the problem and return to a positive
working relationship. We trust that you will take this suggested plan
seriously, and respond positively and promptly. We are committed to the
district constituents, and to your fire department.

Sincerely,
Mike Conn, Chair
Dave McKee
Denny Guentzel

On behalf of the entire Board of the Bridger Canyon Rural Fire District
