improved Bridge Foundry docs for financial stuff and other operational matters

Hi everyone!

Mary Jenn, our intrepid operations manager, and I have been working with School Foundry accounting / legal folk and various *Bridge volunteers over the past couple of years on policies and processes to make it so money can come in and go out smoothly in support of all of the workshops all over the world, as needed, and new Bridges (!) and all the little fees that we pay for from time to time.  We've worked hard to create 100% transparency, good reporting and policies that keep us inline with the requirements of accepting tax-deductible contributions in the USA.

Recently Carlisia Campos re-organized the documentation with her fresh perspective as a new board member of a new Bridge (GoBridge).  We're still in the process of reviewing everything and making some edits, but I wanted to share with you our work in progress:

Please feel free to reply to this email or, even better, write up github issues or pull requests!  There should be no changes in policy from the old docs (which were hosted on atrium), but there's more overview material and we believe github will be more discoverable for our community.

After the core docs are final in their new home, we plan to write up a blog post formally announcing the grant program, which has been around forever, but I'm not sure all the new Bridges and Chapters are fully aware!
