I've been doing a little research. Dennis Smith, Posey's key note speaker at his Health Care Forum September 2nd actually works for The Heritage Foundation.

From Posey's press release and email invitation:

"Dennis Smith, former Director of the federal Center for Medicaid and State Operation at the U.S. Department of Health and Human Services. For seven years Mr. Smith ran the Medicaid health care program which provides
coverage for over 50 million Americans."

This is who Dennis Smith works for now:
