Virtual BRC Meeting, Sunday April 4 @ 1:00 p.m.

Hi all,

Following the interpretation of Robert’s proposed in the previous email, I'm calling a virtual meeting of the BRC for this Sunday at 1:00 p.m. Our entire agenda will be to review and vote on whether to recommend that the Exec Board adopt the proposed set of rules at https://docs.google.com/document/d/1O_PWAzuS17Mn7jMh7MpDmOvGRz2b9nNp9vZTjPF_YIE/edit?usp=sharing, which are rules that would allow the Exec Board and KCDCC committees to conduct virtual meetings. Please review the proposal and provide any comments or feedback before the meeting if possible.

Also, for reference, Section 11.4 of the KCDCC Bylaws says:

Section 11.4: Electronic Participation in Meetings

The Executive Board may authorize electronic participation and voting in meetings of the KCDCC, its Executive Board, or its Committees provided that the Executive Board is assured that such electronic participation will be conducted through electronic communications, videoconferencing, teleconferencing or other available technology which allows the members to communicate simultaneously or substantially concurrently and allows all members participating in the meeting, whether in person or by electronic means, to have equal opportunity to speak and hear others speak to the same extent as they would at an in-person only meeting. The Executive Board shall develop and adopt standards for such participation that may be used to evaluate proposed technologies. 

To date the Exec Board has not authorized electronic participation and voting, and has not developed or adopted standards for such participation. This proposal would authorize virtual meetings during a state of emergency, and would adopt a set of standards for participating in them that complies with the above bylaw (and addresses a number of practical issues).

Presumably this will be a short meeting? There’s a state party webinar about delegate selection at 2pm Sunday that I must get to.
