Documents for consideration at tonight's BRC Meeting

Hi I think we've got these in a pretty good place right now. Will ask Committee at tonight's meeting to approve these reports as recommendations to Endorsements to trial before we formally encode them prior to next year's election cycles.

One aspect would require a vote of the Executive Board to impose Disclosure upon themselves during their participation in Endorsements, but rather than take a bunch of floor time on it this month I would like to introduce it for consideration now and let everyone debate and deliberate on it asynchronously. With this fore-knowledge, we should be able to have a swift vote on it right before the next Endorsements business and if it passes everyone will be informed and prepared, if it doesn't pass then it shouldn't hold anything up in doing so.

This "wonk mode" link is a long report covering research, discussion points, deliberation, details, and some examples. The bit of red text in there is to remind me to add more examples tomorrow, but help is welcome, use doc Commenting.

Ok I solicited some more eyeballs and I'm doing the final cleanup now, no big flags mostly word changes because I talk like a tech nerd not a politics nerd :)
