Update to package v1.4.0

Hello, I have made an update to v1.4.0. You can see all of the changes at the NEWS.md file

Briefly, there was a minor bug in the function "mtpc" that was fixed.

There is a new function "apply_thresholds" for thresholding a set of matrices by some already-thresholded matrices. What I mean by that is, for the example of DTI tractography:

* You have a set of connectivity matrices, in which each matrix entry is the connectivity probability (or streamline count)

* You threshold these matrices in some way using "create_mats"

* You also have a set of connectivity matrices, same study and same subjects/data, but these matrix entries are avg. FA for the given fiber tracts

* If you would like the matrices to be thresholded in the same way, you would use "apply_thresholds".
