It lets a HTTP client connect a server — but then reverse the roles, so that the server does the GET request to the client, and the client responds with the resource body.
This is being proposed as a way to have your server sit behind a firewall (like on a mac mini at home) and server pages to cloudflare that then actually serves the pages to the public.
But in general, it seems like a step towards a P2P HTTP!
