The following 2 websites (apart from Google App Inventor) allow users to build android apps without the need of coding or even delving into the details. Great for those who have zero experience with coding:

AppMaker puts an advertisement on your final app and gives you the option of selecting a range of templates. Appgeyser enables converting we content (widgets, webpages, etc) into an android app. 

PS: Just a funny thought: How about making an andriod app that makes an android app! :-) Think about it.
