Why is this feature needed?
in Indonesian, lots lots of prefix & suffix & combinations

What problem will it solve?
at least it give better search result for indonesian

Describe a typical usage of the feature:
example: search for 'word' should also return sword, words swords, etc...
in indonesian: search for 'cipta' should also return penciptaan, pencipta,
menciptakan, diciptakan, etc...

Are you aware of any programs that have this feature or a similar feature?
xiphos does this nicely

Would need very careful UI management as I suspect most of the time people
will not want partial search (though, as you say, it may be language
specific).
I'm unable to check how Xiphos does it, but assume it is one of many search
options.

i use xiphos 3.1.6 on windows 7 default install and standard search
(i just click search, enter the word, klik find) and it give me
the result i want.

so i check to see all search options, here they are:
(no advanced search)
Search module: bible
Search type: multi word
Search option: nothing checked
Search scope: no scope

By the way, for a workaround, you should be able to just put * at front and
end of every word. e.g. search for *word*
