In a dystopian future after world war 3 Japan is set on militarizing its country, Japan lost their war and as a consequence split in two, east and west respectively. A lot of conflict happened with the west and east citizens, and the leaders of each side had problems with dealing with each other, and their citizens as well. You meet the protagonist Akira, who is in the middle of plundering another guy in a street fight game called Bl@ster. Akira wins the fight with ease and leaves quickly to escape from the loud atmosphere. Akira rests not impressed with his supposed fight, and contemplates upon what has happened in Japan. Many children were forced to become soldiers, but the war ended before any of the children could actually use the skills forced upon them.

After pondering about some stuff after a while, Akira gets visitors. A woman named Emma and a man named Gwen, is there to talk about his circumstances. A life sentence in prison or going to Toshima, a place rumored to be a lawless place full of crime, and participate in Igura, a duel to the death game. He is told to defeat Ilre the drug lord of Toshima, who is said to have started Igura as a pass of time. Akira agrees to their proposal, finding curiosity in how his usually empty existence will react to a life or death situation.

He gets handed his tags and other stuff, and takes his knife with him as well, and heads out for his adventure to Toshima. He meets up with a guide, who is to show him the way to Toshima. They get attacked by refugees on the way, and tries to fight them but ends running away instead. They arrive at their destination, the guide leaves Akira (but not before coping a feel for him). Akira walks quietly through Toshima, seeing blood and a guy fucking a corpse (poor Akira, some things cannot be unseen).

Akira ends up letting Keisuke do whatever he wants. Rin comes back saying he found the guy he was looking for, they follow Rin but ends up halting. It seems that the executioners are in middle of their job their names are Kiriwar (the buff one) and Gunji (the blond one). Another guy the dog (in sadomasochism clothes) is called forth, he is the one who checks for the correct tags and was trained/modified by Arbitro. The executioners are about to go home when the dog stops in front of Akira, Kiriwar looks suspiciously at him but the executioners leave anyway.

Next day Akira wakes up after a dream, Keisuke and Akira eats in silence and Akira has bit of a dere moment with his omelette rice solid. Akira and Keisuke head out to the palace, to get Keisuke into Igura when they suddenly see a fight happening. They leave for the palace and meets Motomi there, who is there to see the bad taste of the decor. They all go in together and Akira waits for Keisuke together with Motomi. Arbitro comes up to talks to Akira, when he sees Motomi and pales slightly, the two shares some spiteful words before Arbitro leaves.

The scene cuts to the palace where Arbitro is sitting with his pet dog, we get some insight on his mind and how fucked up he is, and how much he hates Motomi. The scene shifts back to Akira and Keisuke going back to their hideout, but finds a bunch of beaten up unconscious men in there. It is revealed that its Rin who did it. Rin accidentally drops a bunch of photos he took on the floor, in one the pictures there is a man in a black coat. Rin quickly picks it up with a cold gaze, before reverting back to his usual carefree self. Rin gets them to follow him to a new non dangerous place to stay, when on the street they see the blue haired guy from before, get chased by the executioners.

After having a brief reunion, they decide to go to the hotel Rin has talked so much about. At the hotel Akira becomes consumed with worried thoughts and decides to head out alone. He goes to a nearby alleyway when he finds a lot of panicking people crying out someone called Shiki, Interested Akira goes the way their coming from. In the avenue Akira finds the one called Shiki having killed a bunch of guys, the two have a small fight before Shiki leaves having lost interest.

Akira walks back towards the hotel when he gets attacked by a bunch of guys on Line, just when Akira is about to win the fight he gets tased. One of the men is about to rape Akira and licks his blood when the man suddenly gets a seizure. Akira steals the mans tags and runs away, he finds himself in a back alley out of breath and slightly shaken up by what he saw. Akira is about to head back when he sees the executioners come his way, he accidentally trips over some scramble alerting the executioners.

Akira gets hauled back by Motomi who sends the executioners away, Motomi explains to Akira slightly about Shiki who is a lone wolf that goes around killing people and disappearing right after. Motomi slightly teases Akira before they head back to the hotel. The scene changes to Arbitro and we get to see more into his slave owning business, a guard comes in with the guy Akira defeated to be examined by Arbitro. The scene changes back to the hotel were Akira and Motomi has just come back.

Takeru screams at the world and its unfairness, Takeru threatens to rape Akira but decides to kill him anyway. Just as Akira is about to lose consciousness from being strangled he sees Takeru go into an seizure, Akira quickly runs away. The scene shifts back to Takeru who is chasing after Akira to finish him off but ends up getting killed himself, his last vision being his crying little sister.

If Akira shakes the blue haired guy off of him, he will run away alone from the executioners and if he goes left Gunji will end up capturing him and brutally rape him. What happens to Akira after is unknown.

The scene shifts over to the blood filled club were Arbitro is taking in the scene in disgust, he says something about a project nicole. The scene changes back to Akira whos perplexed the same thing was happening with Takeru as the guy who assaulted him, tired Akira rest in a dark hiding spot. Akira wakes and decides to head back when he walks by two guys talking loudly about the massacre in the club, he accidentally bumps into them and they provoke him into a fight. Akira wins easily but the guy shows to be a sore loser, in a fit of rage Akira pummels the guy down, getting back to his ordinary self he leaves with his prize in hand.

Akira lost in thought stumbles into Keisuke who seems different than usual more cold than usual, grabbing Akira close he explains to him that it was him that killed everyone in the club. While slightly sexually harassing Akira he tells that he is planning on torturing and killing Akira, Keisuke leaves with a mocking comment about the previous fight. Mentally distressed Akira heads towards the hotel and meets Rin on the way they both head towards the hotel together.

Having talked things through out of nowhere a body drops down, worried they head to the avenue to find a bunch of dead bodies, wanting answers they head to the palace. They find dead bodies strewn all over the palace and finds Arbitro who tells them that very high percentage Line made people go berserk. Arbitro leaves saying that they should leave as well since a civil war is starting. Leaving the palace they get attacked by a Line berserker, they defeat him but Akira gets hurt, Keisuke quickly leaves for something to stop the bleeding.

However Akira gets sneak attacked by a berserker but Keisuke pushes him away. With both of them okay they both look back at their rescuer, an unknown man is strangling the berserker with one hand, the man says something cryptic to Akira making him feel like he has met him before. Emma and Gwen suddenly shows up pointing a gun at them, she reveals that she knows everything about Akira and that she pressed his murder charges, she also reveals that Line comes from the man before them.

Akira wakes and decides to head back when he walks by two guys talking loudly about the massacre in the club, he accidentally bumps into them and they provoke him into a fight. Motomi begins preaching about all kinds stuff to get Akira talking about his problems, finally Motomi explains what happened between him and Keisuke, Motomi leaves and Akira finds a place to sleep. Akira wakes up and walks around but gets hit in the back of the neck and falls unconscious before he can continue.

Akira heads towards the church and goes inside and sees Motomi smoking there, Akira lightly tells about what happened at the coliseum, and they begin talking about Line, Motomi asks if Keisuke has taken it which Akira responds a positive to. Motomi says he should be prepared for anything bad with Keisuke, Akira slightly sad gets petted and suddenly embraced and nuzzled, getting enough of being teased Akira is about to leave but Motomi stops him saying he can rest in there. Motomi and Akira rests up together side by side to keep warm, Akira falls asleep comfortably.

Depressed Akira lies down on the road absolutely drenched, Motomi shows up and slaps Akira from being borderline suicidal. Motomi coaxes him back to the church, Motomi towels him, treats his wounds and cuddles him. Motomi gets him to try a quick smoke and asks what happened, Akira explains about his blood and Motomi slowly begins acting slightly weird, Akira falls asleep. He wakes up alone again and suddenly gets a call from Emma, she tells him to be careful of Motomi since he could be an enemy.
