Numbagg: Bottleneck functions rewritten with Numba

I've created a new project with the intention of porting most of the functions in Bottleneck to Numba:

The first priorities will be porting over the remainder of bottleneck's functions and getting a comprehensive test suite and performance metrics up and running.
