On this occasion as the list is copied already: anyone can add themselves through the Google Groups section under google.com (its hidden under apps for some reason).

Otherwise it's probably easiest and best for the list to send all requests privately to us 'managing' the list to either botsw...@gmail.com or tapo...@gmail.com.
