setting non-None default for http_socket_timeout

Hi,

The default global socket timeout is None, which means there no timeout. I'd like to set some more reasonable default for boto, like 60 seconds. Does anyone have concerns about this?

Seems reasonable to me - it just needs to be high enough to cope with connecting to a region on the other side of the world over an ordinary link

Unless we're going to override per service/operations, I think we'd
just need to make sure that it's long enough for any service that
polls. I know SWF recommends 70 seconds:

Thanks - I made the change, so there' s now a 70 second default socket timeout.
