Pull request review for RDS bugfix

For the boto maintainers, 

A colleague of mine opened this pull request: https://github.com/boto/boto/pull/2337 a few weeks ago.  I just wanted to poke somebody to try and get a review.  The build is failing in Travis, but it's not do to the code change, seems to be an internal travis problem:
