Idling emissions from gasoline and diesel motor vehicle engines are known contributors to health-related impacts, including asthma, respiratory and cardiovascular harm. Idling for longer than three minutes or more than one minute while next to a school is illegal. If you see a vehicle idling illegally, you can anonymously contact 311 or file a complaint online.

If you would like to potentially receive an award for your enforcement efforts, you can also participate in our Citizens Air Complaint Program. To participate, login to our Idling Complaint System to file and track your complaint. Local Law 058 of 2018 details the award amount for submitting this type of complaint. *There are exceptions to when a citizen can file a complaint against a truck and bus. Citizens may only submit idling complaints about trucks and buses as defined in paragraph 1 and 2 below. There are additional exceptions which are explained below in subdivisions a and/ or b.

The applicant must then check an affirmation box in the submission form before it can be submitted that says the following: I certify that I have reviewed my submission and that any and all corrections were made to this submission. I further understand that once I check this button and submit, the DEP will not make any corrections to this submission, nor will I be able to make any additional corrections. If any error is discovered that will render the complaint frivolous, the DEP will not pursue this complaint, nor will I be able to pursue this complaint on my own.

EFFECTIVE JANUARY 1, 2022: you must submit your completed complaint and all supporting evidence using the Idling Complaint System within 90 days from the date of observation. Submissions after 90 days from the date of observation MAY be rejected.

Where DEP issues the summons, you will be informed of the summons number and hearing date. You may need to be available in person or by phone to testify. If the summons is upheld, the respondent must pay the penalty in order for you to receive payment for your complaint, You should submit your request for payment to OATH. If the summons is dismissed, you are not entitled to any payment.

You should submit your request to OATH using this e-mail address, penaltyp...@OATH.nyc.gov. Include in your e-mail, your name and address, the summons number and that you are the citizen who submitted the complaint to DEP.

In order to find your summons, you need to enter three zeros before the actual summons number. An example of this format is 000123456A. The image of the actual summons will be available approximately two weeks before the hearing date.

Yes, it is beneficial to DEP to see that notation as well as the summons numbers for DEP to conduct further review. If the information is not provided, DEP will be unable at this time to submit the summons as a second or third offense.

Any other communications that come from other email addresses like ones that have a gmail.com or other commercial email address are not from DEP and should not be considered a communication from DEP. After the citizen receives an email from DEP advising that the complaint(s) may be pursued on your own, the citizen should email nyci...@dep.nyc.gov, and provide the complaint number(s) that you are allowed to pursue. DEP will then notify the citizen of a date and time to pick up the summons or summonses as well as the information that is needed to pursue this complaint.

The New York State Department of Corrections and Community Supervision has an agreement with Securus Technology, which provides the telephone system for incarcerated individuals at each state operated facility. If you wish to accept calls from incarcerated individuals in New York State correctional facilities, you are required to have an account with Securus. An account can be created online or by calling 1-800-844-6591.

The current calling rate is $.035 per minute for calls terminating within the United States, Canada, and US Territories (American Samoa, Federated states of Micronesia, Guam, Midway Islands, Puerto Rico, and US Virgin Islands). There are no additional call set-up or connect fees.

Incarcerated individuals are only permitted to call persons on their approved telephone list and may only have up to 15 telephone numbers on their approved list at any time. Phone numbers may only be added or deleted at the request of the incarcerated individual. This is generally done on a quarterly basis when they meet with their assigned Offender Rehabilitation Coordinator.

If you do not wish to receive telephone calls from someone in a correctional facility, you need to notify the facility, in writing, and your name will be entered on the incarcerated individual's Negative Correspondence and Telephone List. The incarcerated individual will be immediately notified in writing that you have been removed from their "Telephone List" and that disciplinary action may be taken if the telephone is used in any manner to contact you. In addition, your telephone number will be removed from the telephone system.

A schedule for phone calls will be established. Calls will automatically be terminated when the facility specific time limit has been reached, preceded by a warning. No calls will exceed 30 minutes. When other incarcerated individuals are waiting to place calls, a 10-minute limit may be imposed.

Incarcerated individuals are prohibited from placing telephone calls to the following individuals unless they are a member of the incarcerated individual's immediate family, including a spouse, child, parent, grandparent, brother, sister, aunt, or uncle:

Incarcerated individuals are prohibited from making telephone calls for the purpose of harassing or intimidating any person. Staff and incarcerated individuals are advised that such telephone calls may violate federal and/or state laws. Facility Superintendents shall report serious and/or continuing telephone calls of this nature to the proper law enforcement authorities.

Incarcerated individual telephone calls and telephone conversations are restricted to the telephone number dialed or otherwise placed by or for the incarcerated individual. Telephone call forwarding, third party phone calls, and calls to 1-800 numbers are prohibited.

The New York 5-Hour Online Pre-Licensing Course teaches new drivers with the knowledge and skills they need to become a responsible and safer driver. This online course meets all New York State DMV requirements. There are no hidden fees.

Senate Bill S3965-A was signed into law by Gov. Andrew Cuomo in 2019. This bill approves a pilot program for creating an online course for the 5-hour pre-licensing course that was traditionally only offered in a classroom. This program will run from June 30, 2020 to June 30, 2025.

At this time, the New York DMV does not allow teens under 18 to enroll in the Online Pre-Licensing Program. New drivers seeking their junior driver license (Class DJ) or junior motorcycle license (Class MJ) must continue to take the 5-hour course in person.

The New York 5-Hour Online Pre-Licensing Course is a 100% online program that teaches new drivers how to drive safely and comply with the New York Vehicle and Traffic Law. We are approved by the NY DMV to offer the 5-Hour Online Pre-Licensing Program, also known as OPL.

The New York Online Pre-Licensing Program is designed for new drivers ages 18 and up who are seeking a New York driver license. Students must have a photo learner permit before starting the course. Your photo permit will arrive in the mail about two weeks after the NYSDMV issues your temporary permit.

At this time, the NYSDMV does not allow new drivers seeking a junior driver license (Class DJ) or junior motorcycle license (Class MJ) to take the pre-licensing course online. These new drivers must complete a 5-hour classroom course.

Yes. Before you can start your online 5-hour course, the NYSDMV requires you to prove you have a valid New York learner permit that includes your photograph. If you have a temporary learner permit with no photo, you must wait until you have a photo permit before you start your training. You may be required to submit a copy of your photo permit upon completion of the course.

The NYSDMV issues temporary learner permits to drivers immediately after they pass the written permit exam at a DMV office. After you earn your temporary permit, it takes about two weeks for your photo permit to arrive in the mail. NTSI requires your most recent photo permit in order to process your completion.
