REPORTS OF PUBLIC OFFICERS AND OTHERS:
1414 - Communication was received from the Department of
Telecommunication and Energy on a public hearing on December 29, 2005
regarding the petition of Boston Edison Company, Cambridge Electric
Light Company, Commonwealth Electric Company and NSTAR Gas Company.
1415 - Communication was received from Sally D. Glora, City Auditor re:
transfer for the purpose of closing accounts.
1416 - Notice was received from the City Clerk in accordance with
Chapter 6 of the Ordinances of 1979 re: actions taken by the Mayor on
papers acted upon by the City Council at its meeting on November 16,
2005.

REPORTS OF COMMITTEES:
1003 - The Committee on Public Safety, to which was referred August 24,
2005, Docket #1003, message and order authorizing the Police
Commissioner to accept and expend a grant of $929,923.00 from the U.S.
Department of Justice, Bureau of Justice Assistance, for the purposes
of supporting crime prevention and law enforcement, submits a report
recommending the order ought to pass.
1321 - The Committee on Public Safety, to which was referred November
30, 2005, Docket #1321, message and order authorizing the Police
Commissioner to accept and expend a grant of $100,000.00 from the
Massachusetts Executive Office of Public Safety, for the purpose of
funding the Police Department's Multi-jurisdictional Drug Task Force,
submits a report recommending the order ought to pass.
1322 - The Committee on Public Safety, to which was referred November
30, 2005, Docket #1322, message and order authorizing the Police
Commissioner to accept and expend a grant of $50,000.00 from the
Massachusetts Executive Office of Public Safety, for the purpose of
funding the Police Department Homicide Unit's Gang-Related Victim
Services Project, submits a report recommending the order ought to
pass.
1323 - The Committee on Public Safety, to which was referred September
21, 2005, Docket #1323, message and order authorizing the Police
Commissioner to accept and expend a grant of $14,757.00 from the
Massachusetts State Police Under the NIJ DNA Capacity Enhancement
Program, for the Police Crime lab to purchase equipment necessary to
reduce the turn around time of DNA analysis, submits a report
recommending the order ought to pass.
0959 - The Committee on Public Safety, to which was referred August 3,
2005, Docket #0959, message and order authorizing the City to accept
and expend a grant of
$26,460, 000.00 from the U.S. Department of Homeland Security (DHS),
Office of Domestic Preparedness' Urban Areas Security Initiative
(UASI), to support the unique planning, training, exercise, equipment
and operational needs, submits a report recommending the order ought to
pass.
0163 - The Committee on Public Safety, to which was referred January
12, 2005, Docket #0163, order for a hearing to discuss the formation of
a task force to establish and institute the recommendations of NFPA
1600 and ensure that private sector businesses within the City are held
to a set of standardized regulations which would not only increase the
ability to deal with disasters, but also deter them from happening,
submits a report recommending the order be placed on file and the
following resolution be adopted: Resolution urging the administration
to form a task force to oversee private sector readiness during
disaster/emergency situations.
0245 - The Committee on Public Safety, to which was referred February
2, 2005, Docket #0245, order for a hearing on the possibility of
reducing the number of 911 calls by using 311 for non-emergency
calls, submits a report recommending the order ought to be placed on
file and the following resolution be adopted: Resolution urging the
administration to adopt 311 as an alternative to 911 for non-emergency
phone calls.
1332 - The Committee on Ways and Means, to which was referred November
30, 2005, Docket #1332, order that pursuant to Chapter 3 of the Acts of
2004, the residential factor in the City of Boston for FY2006 shall be
the minimum residential factor as determined by the Commissioner of
Revenue pursuant to M. G. L., Chapter 58, section 1A, and be it further
that pursuant to Chapter 403 of the acts of 2000, a residential
exemption in the amount of value equal to thirty percent (30%) of the
average assessed value of all Class One-Residential parcels be approved
for FY2006, submits a report recommending the order ought to pass.
0923 - The Committee on Government Operations, to which was referred
July 13, 2005, Docket #0923, ordinance requiring property owners to
remove graffiti, submits a report recommending the ordinance ought to
pass.
1095 - The Committee on Government Operations., to which was referred
September 14, 2005, Docket #0923, message and order approving a
petition for a special law "An Act Relative to the Quota of Number of
Wine and Malt Beverages Licenses granted by the Licensing Board,
submits a report recommending the order ought to pass in a new Draft.
1367 - The Committee on Government Operations., to which was referred
December 7, 2005 Docket #1367, order approving a petition for a Special
Law re: Percent-for-Art Program in the City, submits a report
