Rails router with emacs backup file oddity

Warning Rails 2.3 router picked up emacs tilde ~ file before
*.erb.html file when only doing script/generate controller pages foo
bar baz.

Rails is one of the latest offenders. Several tools, pick up these files.

Tired of configuring the exception list in development tools (Eclipse), TortoiseSVN, comparison tools(Araxis merge), I configured emacs to shove them in a different directory altogether.
