hi, i wanna use the ui builder to design the user interface, so i look
into the help document, there told me that, configure the
tools/default/ui builder category, but i fan not find this item in the
default list.

yes, but you need to activate it first. In Tools|Activate/Deactivate
features..., Together Features tab, tick 'UI Builder' checkbox
