Creating custom documentation templates

I have evaluation version of Together Designer 2005.
How can I create custom documentation templates in this product?
I see on page http://info.borland.com/techpubs/together/together_guides/feature_guides/doc_gen_custom_template.html
that I should use "File | New | New Template", but there is no such menu item in Together Designer 2005.
What product should I use to create tamplate?

Template designer is not included in Designer 2005, so you can't create
custom templates using this product. Template Designer is available in ESJ7
& TgArchitect. It will be also included in Architect2006
custom templates using this product. Template Designer is available in ESJ7

So wich product can make templates for generating documentation in Together Designer 2005 or it's impossible in that version?
