In short: Yes.
Little bit longer: In some cases with some patches you can run Kylix even
with more recent distributions as the supported ones. But if you want to
start new projects, especially in C/C++, i would advise you to use other
packages (kdevelop, anjuta and so on).

I don't understand this, possibly because of the Linux distros that I
use.
I develop with Kylix Pascal on RedHat 7.3 (on a multi-boot PC) and
deploy on other distributions. Does this not work for other people?

Maybe or maybe not, this is a thing you have to test from case to case. You
mixed up running Kylix itself with running Apps made with Kylix. Since Apps
made with Kylix are linked to its own libraries the most apps should run
even on other distributions, but there is no warranty for this.
