Hi Werner:
you missed the group: this seems to be an issue for
"borland.public.kylix.linuxapplications", not for deployment.
Anyway: there is a patch for kylix3:
http://unvclx.sourceforge.net -> downloads -> k3patches.tar.bz2
Unpack and change to 10_altgr and execute "installpatch".
The patch makes the [alt gr] combination keys availaible.
However, the patch is very sensitive to the distribution, as I had to
experience. Try.
