Kylix 3 open Deploment

Hi,
some years ago I downloaded kylix 3 open and registered without cost.
Now I noticed that Borland does no longer offer the download of the
deployment for that. Am I still allowed to publish (taking no money)
an application compiled by kylix 3 open?
Where should people get the deployment from?
