Samples WSDL file validation fails Jbuilder 2005

The XML validation on the sample Emplyee.wsdl fails.

Document is invalid: no grammar found.
Document root element "wsdl:definitions", must match DOCTYPE root "null".

Can somebody please explain what seems to be the problem?
