It's starting to cause a nervous twitch in me since I know it's coming,

There's no crash coming, if that's what you're worried about. It's
simply JBuilder's XML parsing interval. If you stop typing for about a
quarter of a second, JBuilder reparses the XML file to figure out where
you are and whether it's valid or not.
You can change the timeout by doing to "Tools | Preferences..." then
selecting "Editor | TagInsight" in the tree.

This way, it doesn't try to go get the DTD any longer, but if I want to
validate the XML, I can still right-click on the XML document, and
select 'Validate'.
Took me a while to figure this out - I should have posted a solution
earlier, but here it is now!
