I have explored com.borland.jb.util.StringArrayResourceBoundle class, for
which also source is available in JBuilder4/src directory. In other Borland
sources subclasses of StringArrayResourceBoundle class are used, for each
package one, with the ResTable.java name. There are also Res.java and
ResIndex.java files to enable access to the resource. All these files start
with a warning that they are generated automatically from Res.string.

Does anybody know, by what tool can be ResTable.java and ResIndex.java files
generated and what should be the format of Res.string?
