Best moment for create Resource Bundle ?

I'm working on a database application in Borland JBuilder 2006 on Linux
Fedora Core 4 platform. I choose JDataStore as database, and
JasperReports for reporting part. Application should be multilingual.

What is the best moment for creating Resource Bundle ?

At the end of the work on project or is that solution dynamic ?

Please, help, if any ...

Once a resource bundle is created, it has to be kept up-to-date by hand.
I, personally, find this irritating, so I tend to leave that until the
end.

But most i18n specialists would insist that you start internationalizing
your app from the very beginning.

I think you are just going to have to make that decision based on what
is best for your application.
