Index Page Errors that Won't Repair

I have a IB7.5.1.80 version database that is getting the error "number
of index page errors: 12" on a restore. When I check the interbase.log
files it gives this error 12 times:

I am doing a gfix -full -mend - ignore. Then a backup and restore.

Then I do a "gfix -validate -full" that gives the same errors.

In other posts, some people had success creating the database from
scratch via Metadata and IBPump. This I have done but I am still
getting the same errors.

In the latest attempt at repairing, I didn't do any data pumping. I
just create the database (via IBConsole) and brought in the metadata
from a script (via IBConsole). When I run gfix, it shows the above
errors.

This is a database without data that was just created from a script.
How can it already show corruption?
