get imagecfg.exe from \support\debug\i386 on your OS CD

Then run from CMD:

imagecfg -a 0x1 C:\Program Files\Borland\interbase\Bin\ibserver.exe

To permanently make IBServer run on one 'CPU'
Google for IBAffinity for more, but this should fix it permanently, without
needing to re-run IBAffinity on server restart.

I needed this, as I develop in beloved IB. Many of my clients and apps are
small so IB7 or newer license fees is much more than my program cost(due to
our exchange rate). So I develop in IB6 and for those BIG projects
(municipalities, etc.) they can choose to run either IB6 or IB7 and I don't
have to develop dfferent versions and keep all my libraries in tact.
