Win32 Error

Please help me.
I'm moving my DB to RH8 and IB 7.1
and I got error : unable to complete network request to host
"xxx.xxx.xxx.xxx" Win32 error 10061

But I can connect to DB with IBConsole/IB Expert
I tested my application locally with my Desktop (Win XP-Pro), no problem. Also if I tested my apps run under XP-Pro connected to IBServer running under XP, it will work normal.

The error is when I registered events with TSIBfibEventAlerter.

If I remark my command "registerevents" in my application, then it will run well.

This occurs also when I moved my DB to W2K Server SP4 with IB 7.1 only the error message change to "Win32 Error 10060"
