He received:
This operation is not defined for system tables.
unsuccessful metadata update.
STORE RDB$RELATION_FIELDS failed.
no permission for control access to TABLE KOM_PAK_POLISY.

Only the table owner is allowed to change the table structure.

No. A table can only have exactly one owner.

No, only the table owner can modify the table structure.
You cannot grant meta-data privileges.
