Interbase password bug

A customer reported a problem creating an Interbase password that starts
with a question mark. I tested in IB Console with IB 7.1 and was able to
duplicate.

When changing the password, I get the following error:

Unable to modify user account
No parameters allowed for this operation

The problem only occurs when the password starts with a '?'. Putting '?' in
any other position within the password works fine.

I tried to enter in QC, but could not get to the Server section of
Interbase. Got the following:

An error occurred in the application:
The exception type is:
XmlException
The message that came along with the exception is:
' ', hexadecimal value 0x04, is an invalid character. Line 1, position
28482.
