Concurrent licenses for Together 2006

Is there any way to configure Eclipse and/or Together 2006 to NOT take a
concurrent license from the license server by default on startup?

My company has 5 concurrent licenses for Together Developer 2006, but there
are 10+ developers with Together installed (not everyone needs to use it at
the same time).

I know there is an option to 'release concurrent license' but we don't want
to have to send emails round to all the developers to see who doesn't need a
license.

One idea I thought of is configuring Eclipse to 'disable' the together
plugin/feature before startup, so that by default a license is NOT taken on
startup. Does anyone know how to achieve this? I know how to 'disable' a
plugin from within Eclipse, but I want to know if this can be done before
startup - perhaps by editing a particular file?

To 'disable' Together plug-ins before startup you should not use Tg features
and close all Tg views. Also active workspace should not have Together
modeling projects opened. Otherwise TG licensing is used.
