InstallAware fails to install C++Builder2007 on 32 bit Vista

I'm trying to install CBuilder2007 Pro. on 32 bit Vista from
a DVD running on the target m/c. The target directory is
accessible - UAC is off and I'm admin - with nearly 100 GBytes
free. I previously had a RAD Studio trial installed in the same
directory. InstallAware failed to remove it so I removed
it manually and delected all corresponding registry entries.

I get 2 errors from InstallAware whether I autorun the DVD
or invoke its /install/setup.exe. The MS installer MSIexec.exe
is enabled and can be seen to be invoked by InstallAware.
Some 7zip files are written to the target directory before the install
fails with message 2
The messages are:-

1. "could not access the network location \bin"
Continuing with the install generates the message
2. "RAD Studio install failed "fatal error during install"
Please check your settings and try again".
Any ideas ?
