Has anyone tested the Microsoft Speech API (SAPI) or something similar with
Delphi? I would like to implement an application that use a speech
recognition engine and I would like to know your experience in this issue.

I have not YET tested programming to that API, but the *engine* is
rubbish. Plain rubbish.

It should be as easy as importing a TLB file - I had a very quick look
at the IBM ViaVoice TLBs (*that's* an engine) and it appeared to be
next to trivial to do.
Again, I have spent about 10 minutes looking at the TLBs, not doing
anything with them, so I might be completely wrong with respect to
programmability.
IBM has an SDK somewhere around
http://www.software.ibm.com/is/voicetype/
which appears to be pretty much free (and perhaps even an old runtime
is freely available, at least for development). I still need to get
their SDK, though, having gotten a "real" ViaVoice (bundled) recently.

But the animation is a litle bit too much :-)
