Error SHELL32.DLL file.

I recently had to reinstall my windows 98. Since I have I not been able to
instal my visioneer scanner do to the following error
SHELL32.DLL file is linked to missing export SHLWAP.DLL SHRegGetUSVauleA
I also get this error every time I start up windows 98 is there anything I
can do to fix this problem. I have tried uninsatlling and reinstalling
windows 98 and keep reciving the same error message.
Any help would be appreciated.
