Unable to find dbExpress configuration files

I've installed Delphi 2007 on top of Delphi 2006, XP Pro platform. In
Data Explorer when looking at the databases engines available there's
only dbExpress and ado.net. Under D2006 I had "the lot". In particular
I want dbExpress because I'm hoping to use Blackfish.

I've checked C:\Program Files\CodeGear\RAD Studio\5.0\bin and there
are 3 dbx* files there dbx100.bpl dbx100.jdbg dbx.dbi, which I think
is correct.

I have also been able to start the Blackfish SQL services, and that
shows up as an installed, started, service.

I've tried a repair, and I've tried a full uninstall and reinstall,
but that hasn't fixed it.

Also, and I presume this is related, in the tool palette there is no
DBExpress section.

My guess is that the install has gone wrong, but how can I clear it
all out and start again if uninstall doesn't do it. Ideally I need to
do that to have the confidence that all the bits I need are present.

Any ideas ?

I should have made clear that "Unable to find dbExpress configuration
files" is the message I'm getting in the data explorer panel, under
dbExpress.

The missing DBExpress component issue has been solved. It appears that
most of the BPLs in the bin directory had not installed. Installing
package dclsmp100.bpl manually seems to have sorted that part of the
problem. Although there is no clue as to why the initial installation
or the subsequent repair or reinstallation should have failed.

You have to be in Design View. The dbExpress tool palette will not appear if you are looking at code.
