If you need setup a server look www.jabber.org, with exodus client (full Delphi client).
Without server http://www.miranda-im.org with WinPopup plugin (not Delphi)

At my previous employer (4 weeks ago), we used Pandion,
http://www.pandion.be/ , for our needs. Our needs were what you
described and we needed it free as our boss was unaware that we were
using it. We finally let him know 2 years later when he began looking
for solutions to meet this need and he was going to pay for one. We
showed him what we were using and told him we didn't spend a dime. I'm
going to suggest we (my new employer) use this same client when the
time is right. Nice benefit of Pandion is that the client is
HTML/Javascript based so you can easily modify it for your needs.

Under consideration of the legal aspect of having instant messaging in an
office environment, our legal dept denied have such a tool as it now
requires that all text be logged, monitored, and archived for legal
purposes.
Go figure, a great way to communicate has been hindered by red tape...
