virtual machine not calling tparams with shellapi

I’m one of those faithful, self-taught programmers (computer consultant, 64 years old with 30 years doing this…) who’s remained with Delphi 5 because everything was working there and it was enough for me and my few clients.
On a new computer with Windows 10 64-bit, I set up a Virtual Machine with Windows 7 32-bit, which has always worked fine. But on an application that needs to write to the BDE config and copy folders, where I’ve never had problems before and all is registered well and all my pieces are in place, I’m getting an error that I don’t know how to deal with: (see attachments). My sense is that it’s some kind of write permissions issue, but I’ve done all the authorizations that I can think of!
