How can i do to use a right click copy function on windows desktop and after
use a paste Delphi pop up function that pastes the file copies ?

Even though this doesn't involve drag/drop you can use my Drag and Drop
Component Suite to do it. Specifically use the
TDropFileTarget.PasteFromClipboard method. To go the other way (from app to
explorer), use TDropFileSource.CopyToClipboard or
TDropFileSource.CutToClipboard.

I have already implemented drag and drop from windows to my applicatio.
i'll read you html page, but i'd like to know how it's possible manage the
clipboard.

You won't find the solution by just reading the drag/drop home page. Either use
or study the drag/drop component source or read the MSDN article titled
"Handling Shell Data Transfer Scenarios".

Because of the concept known as Uniform (Universal?) Data Transfer. Data is
transferred both in complex clipboard operations and in drag-and-drop using an
object that implements the identical IDataObject interface. Both types of
communication just pass IDataObject interfaces back and forth and the
IDataObject has no knowledge of how it's being used.
