I know no free component that can do that.
If you wanna go for commercial alternatives, I think dream company
(www.dream-com.com)
can help do what you want via Dream Designer.

if you simply want to move and/or resize controls at runtime, I've written a
component which does that which can be downloaded from CodeCentral:

(freeware with source, help file and demo).
