Singapore as Asia Pacific Headquarter

I am wondering why Borland chooses Singapore as its Asia Pacific
headquarter. Why doesn't it choose Shanghai or Beijing as its headquarter ?
I guessed its business growth in China is strongest despite of serious
pirated copies around the region. Or it thinks Chinese is not trustworthy ?

AFAIK, Singapore is one of the most attractive country for business
central. Minimum corruption, at least.

Singapore knows that they are very limited in natural resources, and
make themself good in service.

I agree with you. However, Hong Kong is also an very attractive business
place, people are also trustworthy and geographic close to Greater China.
Perhaps the Hong Kong staff is not doing well in terms of its sales turnover
throughout this year.

Probably because we already had a large staff and significant office space and
experience there.

Nothing of the sort. We've been in Singapore longer, and it's a "hub" for
travel to that region.
