The idea is that they are selling this to enterprises. When your enterprise
talks to Borland, they can adjust the prices depending on the package. If
you buy a lot, you might get a better per-item deal.
I looked into this for Calibre RM. I had thought that maybe this might be
around A$2000 - A$3,000, and at that price might be of interest to a client.
It turns out that to get the Calibre RM server and a few clients, the figure
was around A$27,000 (the server itself was A$18,000)
This is the 'base' price: if I was seriously looking to buy, and
particularly if I also wanted licences of C#Builder or Delphi architect and
other parts of their ALM set, it would no doubt be cheaper.
The dilemma is that governments/corporations may well be prepared to pay
these large prices, whereas for independant developers they may be
prohibitive. So a decision must be made how to price these things, looking
after all interests. It would be nice for example, to see StarTeam,
CalibreRM, etc licences included with the architect version of developer
tools. But if they did this and businesses would have been prepared to pay a
lot of money for it (and now get it cheap with the tools) this may not be a
good decision.

Surely you've noticed that StarTeam Personal Edition is *already*
included with C#Builder Ent and Architect SKUs?

I would presume that Borland will do the same for future versions of
Delphi, but have no inside info on the subject.

No I hadn't. That's good! I had noticed OptimizeIt was included with
Architect though.
But what's this personal edition? I thought that both Calibre RM and
StarTeam were meant to be client/server based and the whole thing revolved
around clients being able to connect to the server, including over the
internet. Is this incorrect?

Personal edition is client/server. I don't know what the restrictions
are, but I believe it's limited to one or two connections. You might
check the feature matrix on the StarTeam page.

You can't so far.
Personal version is ... personal. It is standard version limited to one,
local user.
It is included in special offer for Delphi 7, now.
