In our application there are lots of hardcoded strings. Some of them are
concatinated with date, time etc.. Are they any tools which will convert all
these hardcoded strings in code to resourcestring and also alignment of
controls in the form (DFM) according to language selected.

I would recommend for internationalization of code a product called
'ModelMaker Code Explorer'. It does a part of internationalization, namely
converts hard-coded strings to resourcestrings (See
http://www.multilizer.com/dev/vcl/resourcestring.html ).
In order to detect other issues, you may want to have a look at LingoPort
Globalyzer (http://www.lingoport.com). It should be able, for instance, to
detect problems inherent to "localization unsafe functions" used in your
software.
Finally when your software is checked for the abovementioned issues, you
could for example use "binary localization" to your software; Multilizer
allows users to read in localizable data -- including any form properties --
from the executable and writes out resourcedll's. You can freely modfiy the
properties for localized software, and even fully resdesign the user
interface for desired languages.
(BTW: Using resourcedll's your software is based on VCLs own localization
architecture, too)
