I cannot step through my code??

F7/F8 don't work, their IDE menu options are disabled.
The program does not stop on any breakpoint.
There are blue dots in the margin next to the source code.
Project Options:
Code generation
Stack frames on
Optimization on or off
Debugging
Debug information on (as well as its subitems)
Delphi 5 Enterprise Update 1
Program is built from scratch.
Executable is output next to the source files, these are both on a
network drive.
I'm working in VMWare workstation with Win 2000 SP4, hosted on a XP
SP2 machine.

Tools/debugging options/Integrated debugging was not checked
