Can't load package C:\Program
Files\Borland\Delphi6\Projects\Bpl\xxx.bpl. The specified module could
not be found.
Yet it is there. If I say ok to the prompt it continues to load and if
I rebuild all it even runs. Do I need to put the BPL directory into
the environment path?

Yes.
Also, add the paths to the library section in the IDE for the .dcu files
too.
By default, the delphi IDE will only look in the default /bpl directory in
the projects directory.
When you install new components it does NOT automatically add these paths
(for some odd reason). You have to add the file paths to the IDE yourself
for both .bpl and .dcu files.
That worked.
One more problem: Just in Time debugger. It wants to change from
bordbg60.exe to bordbg61.exe. If I say "Yes" then it fails. I just
noticed that exe is not in the bin dir, it is in the Common
Files\Borand Shared\Debugger dir. Do I move it to bin? Not sure why
it is referencing the wrong dir.

Sorry I can't advise on the debugger in great detail but I thought I'd help
out with the component issue as no-one else had helped!

Actually I just noticed I have the debugger in both dirs. Rather odd
actually.. Anyway try it in the bin dir and see what happens..
Soz for delay in helping, but at the time of my earlier post, I didn't have
my delphi system running..
