Microangelo used to be my favorite - it is an excellent commercial
choice. For a free icon editor (not as full-featured as Microangelo, but
complete!) try IconEdit32 - go to www.pcmag.com/utilities and search.
While you're there, you might want to grab IconJack32 - this utility
imports icons from any EXE or DLL, and can export them in their entirety.
That is, if the embedded icon has six images (16 and 256 color, 16, 32,
and 48 size), the extracted icon will include them *all*.

Have a look at IconEdit32 from PC Magazine
http://www.zdnet.com/downloads/pcmutil.html
It's free, written in Delphi and includes source code. It can handle all
icon formats, sizes, color depths and multiple icons in a single file.

You can download a free resource editor, written in D5, including
source, from my website.

It handles 256 color, and irregular sized icons...
