You'll need a commercial product like ImageLib (www.imagelib.com) or Lead Tools (www.LeadTools.com). You might check out Peter
Beyersdorf's PixelGraphicLibrary
at www.beyersdorf.com/pgraphe.html.

For GIF format check out Anders Melander's TGIFImage:
www.melander.dk/delphi/gifimage

We do this in two steps. First we use a control that can decode
a tiff file and place it in the picture property of a control. One
that works for many tiff varieties can be obtained at
http://zimmer.csufresno.edu/~joeo/gvocx.zip. The second step is
to encode a GIF format file. We have an ActiveX dll that accomplishes
this task.

In my previous reply, I forgot to mention that the VB5 picture
control can also decode tiff format.

You might take a look at "Doc-to-Net(TM) from SkyLine Tools. It is a CGI
app. which does the conversion as it streams the graphic or document over
the internet through the browser.
Download a free trial at: www.imagelib.com

Imagelib has an application called Doc-to-Net
Skyline Tools Doc-to-NET
Product Number 5165

Manufacturer: Skyline Tools

Doc-to-Net offers a "turnkey solution" for companies who wish to read and
share documents (TIFF CCITT 4) and images not supported by the browsers on
the Internet or corporate Intranets/extranets. The Doc-to-Net consists of an
innovative CGI application that takes a scanned document (in TIFF CCITT 4 or
Multipage TIFF format), transforms the image as it streams it over to a text
enhanced GIF/JPEG/PNG document and then sends the document through the
browsers. This process has been carefully engineered to perform with speed.
On the client side, the end-user can view the document within any standard
web browser without any plugins.

System Requirements
Windows 95, NT
Technical Overview

What does it solve? Doc-to-Net solves the problem of sending text documents
through the browser. Since Microsoft Explorer and Netscape do not support
TIFF CCITT 4 and many other formats, people wanting to access documents
cannot unless they download a plug in each time they logon. With Doc-to-Net,
the user can easily access all text documents and several other file formats
from the browser without a plug in. The Documents or images stay on the
server with the application. The user is able to read them without a plug in.
Why is it needed? Any ISS Server. Who uses it? Any company who wants to give
its users the ability to read their images and documents through the
browsers. What would they do without it? They would have to have their users
download a plug in each time they want to view documents and other formats.
Top Benefits of Skyline Tools Doc-to-Net

{Benefits}
Easy to Use
Fast
Allows enhancement of Text- Anti-aliasing on the fly.
Zoom Pan and Scroll Features allow users to pan all over the page.

Technical Features

End-users need only a standard web browser in order to view documents with
the ImageLib Doc-to-Net system. Windows-based Doc-to-Net server software is a
native Windows CGI executable Developers who wish to utilize Doc-to-Net as an
independent programming tool can leverage Doc-to-Net as a resourceful add-on
to SkyLine Tool's royalty-free document imaging toolkit, ImageLib Corporate
Suite. However the Corporate Suite does not have to be part of the process
for Doc-to- Net to be used successfully. Any company that wants to put
images and documents on their server and have them read by its users can use
Doc-to-Net.
